Launched on March 17, 1998, the National Center for Public Policy and Higher Education is an independent, nonprofit, nonpartisan organization. The National Center promotes public policies that enhance Americans' opportunities to pursue and achieve a quality higher education. |

Former Governor James B. Hunt Jr. of North Carolina serves as the founding chair of the Board of Directors. He has led several national, bipartisan, education-reform projects, commissions and boards during his four-year terms as Governor of North Carolina. |

Patrick M. Callan serves as the President, and Joni E. Finney serves as the Vice President of the National Center. |

The National Center is not affiliated with any institution of higher learning or government agency. This independent status allows the National Center to maintain an "outside looking in" perspective. |

The National Center focuses on key questions directed toward improving public policy regarding education and training beyond high school, such as:
- Who should be served by postsecondary education?
- How should financial responsibility for college be shared among students and families, higher education institutions, and state and federal policy makers?
- What are the most effective and productive ways for government to invest in higher education?
- How can public policies encourage cost effectiveness in higher education?
- How can state and federal policies stimulate and encourage increased quality?
