Introduction |
- In March 1998, Governor James B. Hunt, Jr., of North Carolina announced the creation
of the National Center for Public Policy and Higher Education. The Center, an independent,
nonprofit, nonpartisan organization, is charged with ensuring educational opportunity,
affordability, and quality in American higher education. It is not affiliated with
or supported by any governmental agency or higher education institution. The Center
has been established with assured multi-year support from a consortium of national
foundations.
This concept paper, which describes the rationale and purpose of the National Center
for Public Policy and Higher Education, is being circulated to encourage those interested
in higher education to share their views on the questions and topics that the new
center should undertake. The National Center for Public Policy and Higher Education
invites comments and suggestions.
