Harold A. Hovey has a lifetime of experience in fiscal policy and in forecasting
government expenditures and revenues. Currently, he is president of State Policy
Research, Inc., and editor of its twice-monthly newsletters, State Policy Reports
and State Budget & Tax News. Past positions have included director of finance
for the State of Ohio, budget director for the State of Illinois, senior fellow for
public finance at the National Governors' Association, and head of the Public Policy
Economics Division at the Battelle Memorial Institute. He has also worked for the
federal government in the Office of the Secretary of Defense and the Office of Management
and Budget.
Hovey has published extensively on issues relating to local, state, and federal
fiscal policy and management, including two books and many articles and special reports.
For over two decades he has consulted with the National Conference of State Legislatures
and the National Governors' Association. His federal clients have included the U.S.
House Budget Committee, the General Accounting Office, the Office of Management and
Budget, the Congressional Budget Office, and the Departments of Education, Health
and Human Services, Housing and Urban Development, Transportation, and Treasury.
He has also done significant work for a variety of individual states and local governments,
and he recently completed a study of state and local structural deficits for the
National Education Association.
