In addition to the general state learning profile that emerges from the data, this model reveals patterns of performance that suggest other state policy challenges. Two such challenges are: performance gaps by race and ethnicity, and considerable variation in how well teachers are prepared across the states. Information on how well it is meeting these two key national challenges is invaluable to a state, because improving performance in these areas is crucial to its future well-being.
